This solution effectively meets federal tracking requirements and support case management needs.

Description: The migration to HIPAA 5010 compliance is a major effort for the health care industry and will require significant testing among trading partners to ensure success.  The testing focus will be on the HIPAA changes from the 4010A1 format to the 5010 format.  The business processes of health care delivery, financing and risk management models will leverage a crosswalk between 4010A1 and 5010 to support the effort.  HIPAA 5010 is an X12 version upgrade from what was implemented in 2003 under 4010A1.  There are seven transactions that define how covered entities under HIPAA communicate electronically with each other to enroll members, check eligibility, submit claims, remit claims, check claim status, pay premiums and submit requests for authorizations and referrals.  Therefore, as part of the HIPAA 5010 migration effort, we must not only ascertain how to carry and return new segments and values/code sets, but also decide how to create, accept and utilize these new values/code sets in numerous business processes around claims adjudication and reimbursement, coverage and benefits determination, and referral/authorization processes.

Description: The Vermont Department of Banking, Insurance, Securities and Healthcare Administration (BISHCA) created regulation H-2008-01, entitled, “Vermont Healthcare Claims Uniform Reporting and Evaluation System (VHCURES).”  In early 2009, Excellus Health Plan (EHP) agreed to a Stipulation and Consent order with the State of Vermont and paid an administrative penalty in lieu of litigation.

As a result, EHP is required to provide healthcare data to Vermont State, under multiple scenarios involving Vermont jurisdiction, with further penalties possible for non-compliance.  The State of Vermont has not indicated the size of further penalties. The State of Vermont has not indicated when the next penalty will be assessed (Daily, Monthly, Quarterly, and annually). Additionally, EHP has agreed not to enter into any master group contract to cover Vermont residents, including workplaces.  This ruling impacts subscriber groupings that number “over 25+” subscribers.  Updates to certificate holder documents and changes to master agreements must be made as a result of the settlement as well.

The purpose of this project is to identify customer records for archiving and moving these offline. This will help manage the growth of the CKM databases, improve efficiency in accessing the records and remove unusable customer records.
